1/ State health expenditure has been voluntary. However, from 2004 under the SP a contribution for each affiliated
family is compulsory.
2/ The uninsured population accesses health services through “user fees”. Under the SP access will be ensured
through an “annual fee” per family.
3/ Federal and State health services for the uninsured population (State Health Services, National Institutes of Health, etc.).
4/ Federal resources for IMSS-Oportunidades programme (for the uninsured) are allocated through IMSS budget (given that
the programme is run by a Coordination Unit set within IMSS for that purpose). These resources should not be considered
within Social Security expenditure.
